The Setup
South Korea still has the death penalty on its books. But the last execution was in 1997. For nearly 30 years, not a single execution has been carried out, and the international community classifies the country as "abolitionist in practice."
Yet every time a heinous crime shocks the nation, public opinion boils over. Petitions and comments pour in — "someone like that deserves death" — and back comes the reply: "One wrongful conviction and there is no going back." The law stays the same, the executions stay at zero, and only the argument repeats.
Politics is no different. Abolition bills are introduced again and again but never pass. Retentionists invoke "the sentiment of the people"; abolitionists call it "killing by the state."
The Core Question
May the state take the life of even the vilest criminal — and would that be just?
